What it means

Security software blocking the game, a damaged gta_sa.exe, or a folder MTA is not allowed to run from are the documented cases.

CL codes come from MTA's launcher, before the game starts: installing an update, finding GTA, loading MTA's own files or starting gta_sa.exe. MTA's own documentation gives this code as GTA process-creation failure.

How to fix it

Work down the list and stop when it is solved.

Longer version, with a source on every step: CL22: MTA could not start GTA:SA.

  1. Run MTA as administrator once

Right click MTA and choose Run as administrator.

  2. Check security software

If a security tool blocked gta_sa.exe, restore it and allow it.

  3. Use a clean GTA: San Andreas

MTA needs an unmodified GTA installation. If mods, an ASI loader or a replaced gta_sa.exe are in the game folder, reinstall GTA into a fresh folder and let MTA use that copy.

  4. Repair your MTA installation

Run the current installer from multitheftauto.com over your existing installation. It replaces MTA's own files without touching your settings.

Still stuck? The Fix tool reads MTA's own log on your computer and points at the matching steps. Nothing is uploaded.
