What it means

Another program holding the file, or a damaged game installation, are the usual cases.

CL codes come from MTA's launcher, before the game starts: installing an update, finding GTA, loading MTA's own files or starting gta_sa.exe. MTA's own documentation gives this code as GTA file-opening failure.

How to fix it

Work down the list and stop when it is solved.

  1. Close anything using the game files

    Close other GTA tools, mod managers and file editors, then start MTA again.

  2. Use a clean GTA: San Andreas

    MTA needs an unmodified GTA installation. If mods, an ASI loader or a replaced gta_sa.exe are in the game folder, reinstall GTA into a fresh folder and let MTA use that copy.
