Steps
Try one step, then check whether the problem is still there. Follow any "only if" line before changing a setting.
Restart and retry the same launch
Close your work, restart Windows and retry MTA. Keep the filename shown if the failure returns.
Repair the actual GTA installation
If that game file remains unreadable, repair or reinstall GTA from its trusted source. Preserve savegames; avoid modified all-in-one game packs.
Retry before changing anything else
Launch the repaired game and then MTA. If the same file still cannot be opened, ask MTA support with the filename and complete error.
