Steps
Try one step, then check whether the problem is still there. Follow any "only if" line before changing a setting.
Install the official legacy DirectX components
Close MTA and run Microsoft’s DirectX End-User Runtime installer, then retry. CC50 is an initialization failure; this check does not identify a damaged Windows component.
Choose a working GTA resolution
Only if the current resolution is unsupported or recently changed.
Only if you recently forced a custom resolution or changed displays, open GTA single player and select a standard resolution your display supports. Exit GTA normally before starting MTA.
Update the appropriate graphics driver
If the failure remains, use your laptop or GPU manufacturer’s driver support for your actual model. Retest after that change. On a laptop showing an Optimus warning, use the dedicated Optimus guide.
Careful: Do not use a generic third-party driver updater.
