Steps
Try one step, then check whether the problem is still there. Follow any "only if" line before changing a setting.
Exit the existing game normally
Check the taskbar for an open MTA or GTA window and close it. Wait until it finishes closing before launching again.
Close only a stuck game process
Only if the game did not finish closing.
Only if its window is gone but the process remains, open Task Manager and end the identified MTA or GTA process. Do not end unrelated Windows processes.
Careful: Ending a game process discards its unsaved session.
Restart if the process will not close
Save your other work and restart Windows. Then start one MTA instance from the installed launcher.
