What it means

CL codes come from MTA's launcher, before the game starts: installing an update, finding GTA, loading MTA's own files or starting gta_sa.exe. MTA's own documentation gives this code as GTA file absent.

How to fix it

Work down the list and stop when it is solved.

Longer version, with a source on every step: GTA executable or a required GTA file is missing.

1. Use a clean GTA: San Andreas

   MTA needs an unmodified GTA installation. If mods, an ASI loader or a replaced gta_sa.exe are in the game folder, reinstall GTA into a fresh folder and let MTA use that copy.

2. Reinstall GTA into a fresh folder

   A missing game file cannot be fixed from MTA's side. Install a clean copy of GTA: San Andreas and point MTA at it.
