UAV camera or /uav does not work
/uav works only after you pass the Unmanned Aerial Vehicle course in /courses. It does not work inside or while you are wanted.
Steps
Pass the UAV course
Type /courses and complete the Unmanned Aerial Vehicle course. /uav works only after you unlock UAV with this course.

Turn it on with /uav
Type /uav to start the UAV freecam. The same command turns it off.

Not inside, and not while wanted
You cannot use UAV inside or while you are wanted. It works in the main dimension, in group interiors and in apartments.
