Weather IDs
The 23 weathers GTA San Andreas defines, from 0 to 22, in the game's own order and with its own names. The strip shows the sky color the game uses at eight times of the day, left to right: Midnight, 5 AM, 6 AM, 7 AM, Midday, 7 PM, 8 PM, 10 PM.

MTA:SA code
Change the weather for everyone (server) or for one player (client), right away or blended in slowly:
setWeather(8) -- rainy San Fierro weathersetWeatherBlended(19) -- blends into the sandstormlocal weather, blending = getWeather()MTA accepts IDs up to 255, but the MTA wiki warns that the ones above 22 can glitch at some times of day (126 to 150 flash red, for example).
On CIT
Type /weather to open the weather panel: reset it, pick a preset (rain, foggy, windy, snowy streets and textures, or snow) or type a weather ID from 0 to 255. 14 is a clear weather. Your choice is saved and comes back when you reconnect. Random switches between the game's weathers every 20 minutes. The snow tile has a red FPS warning, because falling snow can lower the frame rate on a weaker computer.
