MTA:SA on Android or iPhone
MTA:SA is a PC program. Its official requirements start at Windows 7, and the only other systems MTA documents are Linux, macOS and the Steam Deck, all by running the Windows client. MTA offers no phone version of the game.

Check the official requirements
MTA's client manual lists Windows 7 or newer, a keyboard and mouse, and a clean PC installation of GTA San Andreas version 1.0. The official installers are Windows programs.
What MTA documents for other devices
The client manual has one line for other systems: Linux, macOS and the Steam Deck. Each of those runs the Windows client through Wine or Proton. Phones and tablets are not on that list.
MTA's team has said no
On MTA's forum a member of the MTA team answered this in June 2020: MTA will never be ported to any mobile device. He gave two reasons. It would mean writing MTA again for a different platform, and the mobile game is a newer Rockstar release that MTA will not mod. In December 2020 a moderator repeated that a mobile build is not being considered.
The one "mobile" app on MTA's wiki is not the game
MTA:SA Developers: Mobile is an app for scripters. The wiki says it shows the forum, the wiki and the community site, and lets you view and edit script files. It does not run the game.
Play on a PC instead
To play MTA you need a Windows PC, or one of the systems above, with the classic GTA San Andreas installed. The Play GTA SA Online page in CIT Tools walks through it.
MTA's wiki describes the Windows App Store version of GTA San Andreas as a mobile and Xbox remaster ported to PC, and says it will never work with MTA.
MTA's site offers no Android or iPhone download. An app or APK that uses the MTA name did not come from there.
