CIT fix
FPS stays at 70, 36 or another limit
Races are capped at 70 FPS and a minimized game at 36. Otherwise the cap is your own Maximum FPS setting.
Steps
Bring the game back to the front
A minimized MTA runs at 36 FPS. Click back into the game before you measure.
Check whether you are in a race
Races are capped at 70 FPS. Look at your FPS again outside the race.
Check your Maximum FPS
Only if you are not minimized and not racing.
Open /settings, go to Graphics > FRAME RATE and read Maximum FPS. Its range is 36 to 144 and the default is 144. Raise it if you set it lower yourself.
Worth knowing
A cap is a limit, not a promise: your PC may run below it.
