GTA San Andreas on PC
GTA San Andreas no sound or missing radio songs (Steam)
Single player: there is no sound, or radio songs are missing. Rockstar removed some licensed songs from the Steam and Rockstar Launcher copies, so those songs are not a broken install.
Steps
Check the game's volume
Open Options, then Audio, and check that the Radio and SFX bars are not turned all the way down.

Set Windows sound to 44.1 kHz
Only if the game has no sound or broken sound.
Rockstar's advice when its games have trouble with sound: press Windows + R, type control panel and press Enter. Open Hardware and Sound, then Sound. Pick your default device, press Properties, open Advanced and set Default Format to 44.1 kHz 16 bit. Press Apply, then restart Windows.

Missing songs are not a broken install
PC Gamer reported in 2014 that a Steam update removed 17 songs, most likely because their licenses ran out. PCGamingWiki says the Steam and Rockstar Launcher copies both lack some songs that the disc release has.

Play the songs as your own music
Only if you have your own copies of the songs.
PC Gamer notes you can add the songs back through the game's own custom music station, the User Track Player, with your own music files. Its settings are under Options, Audio, User Track Options. PCGamingWiki says user tracks may not play on modern systems without SilentPatch.
Careful: Single player only. Before you play MTA, MTA asks you to delete every .asi file from the GTA and MTA folders. Its own example is SilentPatch's file.
ASI plugins or a game-folder DLL block MTA →

PCGamingWiki also lists community tools that downgrade the game to version 1.0 and bring the songs back. They replace game files and need more steps, so this page does not cover them.
Playing MTA, not single player? Use the MTA steps above, or search the Fix tool for your message.
