new players get 15 hits of each drug
all players can use visible white vehicle markers to get vehicles that cost $5,000
new players have on screen help messages
new players have the 1H to 15H hours label above their head
new players can use /rt while under 15 hours of playtime
new players keep a VIP bonus until they reach 10 hours of playtime
