CIT fix
I cannot create a CIT forum account
Create the forum account from inside CIT: type /security and open the Forum tab.
Steps
Open the in game Forum tab
If you can log in to CIT and have not already created a forum account on this computer, type /security and open Forum.
Create the account there
Type your in game password only in that official Forum tab to approve the request, then choose Create forum account. It uses your in game account name.
Verify your email on the forum
After you log in to the forum, set the correct email address and finish the email code verification.
Recover the account this computer already made
Only if this computer has already created a forum account.
Recover that account, or follow the official account support instructions. Deleting the old account does not give you another registration.

Only one forum account can be created per computer. If you cannot get into the game and cannot get into the forum either, use the current support links on the official CIT homepage.
