GTA San Andreas on PC
GTA San Andreas mouse not working on Windows 10 and 11
Single player: the mouse works in the menus but will not turn the camera, or it stops after you use the pause menu. Check the game's control setting first, then the known fixes.
Steps
Choose Mouse + Keys in the game
Start GTA San Andreas, open Options, then Controller Setup, and set Configuration to Mouse + Keys instead of Joypad. MTA's FAQ gives this same setting as the fix when the mouse cannot look around.

Open and close the pause menu again
Only if the mouse stopped after you used the pause menu.
Press Esc to open the pause menu, then close it. Do this two or three times. PCGamingWiki describes this bug: after the pause menu, the mouse can stop moving the camera until you open the menu twice or more.

Turn off Steer with Mouse
Only if moving the mouse turns your car instead of the camera.
Open Options, Controller Setup, then Mouse Settings, and set Steer with Mouse to Off. The same menu has Fly with Mouse for aircraft. SilentPatch's page says the Steam and Rockstar Launcher copies turn Steer with Mouse on by default, unlike the original release.

Single player: SilentPatch fixes the mouse bugs
SilentPatch is a free fix pack by Silent. Its page lists three mouse fixes: the mouse no longer locks up when you leave the menu on newer systems, up and down now move as fast as left and right, and up and down no longer lock during camera fades. It works with the 1.0, Steam and Rockstar Launcher copies. Get it only from its author's page and follow the setup page there.
Careful: Single player only. Before you play MTA, MTA asks you to delete every .asi file from the GTA and MTA folders. Its own example is SilentPatch's file.

Playing MTA? Use the MTA mouse fix
MTA has its own fixes for a mouse that will not look around, such as pressing the Windows key once and then clicking in the game.

This page is for the classic PC game from 2005. SilentPatch's page says it does not support the Definitive Edition.
No source we read names a mouse problem that only Windows 11 has. SilentPatch's page calls the menu lock-up a problem of "newer systems".
Playing MTA, not single player? Use the MTA steps above, or search the Fix tool for your message.
