GTA San Andreas on PC
GTA San Andreas runs too fast or breaks at high FPS
Single player: above 30 FPS the classic game has timing bugs. Cars act as if the brakes are always on, you cannot dive under water, and some missions become very hard. Turn on the Frame Limiter.
Steps
Turn the Frame Limiter on
Open Options, then Display, then Advanced, and set Frame Limiter to On. The game's official manual does not recommend unlocking the frame rate, and PCGamingWiki says a limit is needed to avoid the timing bugs.

Single player: 30 FPS instead of 25
With the Frame Limiter on, the game stays at 25 FPS. SilentPatch removes a small delay so the game holds 30 FPS, and its page lists a more precise frame limiter too.
Careful: Single player only. Before you play MTA, MTA asks you to delete every .asi file from the GTA and MTA folders. Its own example is SilentPatch's file.

Single player: 60 FPS with Framerate Vigilante
Only if you want more than 30 FPS.
PCGamingWiki says that with the Framerate Vigilante mod and a 60 FPS limit, the game-breaking bugs can be avoided and the game is mostly beatable from start to finish. The Widescreen Fix's release page says it turns the Frame Limiter into a choice from 30 to 240 FPS.

In MTA, the server and MTA set the limit
MTA uses the lowest of the server's limit, a server script's limit, your own limit and your screen's refresh rate when V-Sync is on. The MTA FPS fix explains each one.

PCGamingWiki's list of high FPS bugs also has cars and people moving far too fast, the camera locking during stunt jumps, and cutscenes that stay black.
