Steps

Try one step, then check whether the problem is still there. Follow any "only if" line before changing a setting.

Update MTA before retrying
Close MTA, run the current official installer and reconnect. The Help page specifically recommends reinstalling for secondary codes FF0B0000 and FF0B0121.
Remove Evolve only for its documented conflict
Only if Evolve is installed and the secondary code is 03040033.
Only if Evolve is installed and the timeout shows 03040033, uninstall that obsolete client through Windows installed-app settings, then retry MTA.
Run your existing antivirus for the named scan cases
Only if the timeout includes 00070000 or 0A050000.
Only for secondary code 00070000 or 0A050000, update your existing antivirus and run a full scan, then retry the official MTA installation. The code is a reason for this check, not proof of malware.
Repair game audio libraries only for the matching branch
Only if the secondary code begins 4D0, 4E0 or 4F0.
Only if the eight-character secondary code begins 4D0, 4E0 or 4F0, repair GTA from your trusted game source. The official Help page associates these branches with ogg.dll, vorbis.dll and vorbisFile.dll.
Careful: Do not use a DLL fixer or replace unrelated Windows files.
Use the complete code if it still times out
If no conditional branch fits, or the timeout remains, try one other trusted server and include that result and the complete code in a support request. There is no verified universal router or firewall change for an unknown timeout.
