MTA:SA fix
MTA says Windows is in Safe Mode
MTA does not run while Windows is in Safe Mode. Restart normally. If Windows keeps coming back in Safe Mode, turn off Safe boot in System Configuration.
Steps
Try one step, then check whether the problem is still there. Follow any "only if" line before changing a setting.
Restart the computer normally
Restart so Windows starts in normal mode, then run MTA again.
Turn off Safe boot
Only if the Safe Mode message comes back after a normal restart.
Press the Windows key and R together, type msconfig and press Enter. In System Configuration open the Boot tab, remove the tick from Safe boot for your Windows, press OK and restart.
Still the same
MTA's page says to contact MTA support if neither step helps.
