Group Level
Group Levels show a group's progression in CIT. After a group receives its own board, the board age is used to gain levels and perks.
Getting the first board
Use the Official Groups Guide to apply for Level 1:
- A new group must be at least
30days old. A revived group must be active again for at least30days. - Criminal and Gangster groups need
15active members. Police Service and Civilian Workers need10. - Members inactive for more than
7days do not count. - Wait
1month after a denial before applying again, or after a board deletion before requesting another board.
Progression notes
Group progression works in two stages:
Level 1toLevel 4are promoted automaticallyLevel 5and higher require a promotion application inside Group Profiles
Important rules:
- group promotion can be done by any
L4+in game - if a group falls below
25%activity during the automatic promotion stage, it is demoted by the system - if a group reaches
100%punishment rate, it is demoted automatically by the script
Level unlocks
| Group Level | Promotion method | Unlocks |
|---|---|---|
| Level 1 | Starting level | Board, protection for 1 group tag, and access to /groupstats
|
| Level 2 | Promoted automatically | Depositing through /groupbank (the window opens at any level); base, interior, or CITy base requests; Base Features Panel; base Ammunation through X; automatic healing; /addbaseped, /delbaseped, /addstaticveh, /delstaticveh. With a base, request up to 6 car shop cars except Advanced Hummer, or up to 12 vehicles for official groups, at $2,500,000 each. Civilian groups may also request 2 helicopters. An info marker logo costs $15,000,000 and requires a base with an info marker.
|
| Level 3 | Promoted automatically | Access to /addbasespawn <spawn name> and /delbasespawn
|
| Level 4 | Promoted automatically | Request one skin shader for $30,000,000 and one custom graffiti for $20,000,000. The one graffiti limit and price also apply at L5; L6+ groups can have up to 3 graffiti free.
|
| Level 5 | Apply for promotion | Barrier access and the ability to request a billboard. Billboards have a 70% chance to show a new random image after going out of view.
|
| Level 6 | Apply for promotion | Up to 3 base interiors; a free custom Group Job and /gojob; /l6speaker <link>; /l4veh in LS and SF airports. With a group job and occupation, request one vehicle for recovery without VIP for $10,000,000. Demotion below L6 removes the job; request it again after returning to L6.
|
| Level 7 | Apply for promotion | 2 extra skin shaders, 1 vehicle shader, and Vehicle Tazer against 3-star wanted drivers
|
| Level 8 | Apply for promotion | Request a unique skin model for the group job, and request planes, boats, and helicopters with a base. Civilian groups can request up to 2 helicopters earlier under L2+ base rules. |
| Level 9 | Apply for promotion | Automatic vehicle repairing and refueling inside the base area, and Hydra missiles without locking first. Base vehicle repair and auto-healing do not work when the vehicle owner is wanted. |
| Level 10 | Apply for promotion | Access to /rt to warp anywhere on the map from the base, access to /gojob for civilian groups to set themselves as any job without visiting the normal job spawner, access to /modshop to modify vehicles from inside the base, 1 extra non-VIP recoverable vehicle, 2 extra free car and skin shaders, a special custom VIP hat, armor spawn for law and criminal groups, and restriction to playing only one team decided by the group leadership

Promotion timing
The time gaps for promotion applications are:
L4toL5=2monthsL5toL6=2monthsL6toL7=3monthsL7toL8=4monthsL8toL9=5months
Promotion requirements
Minimum activity to apply
| Target level | Criminals / Gangsters | Civilian Workers | Police Service |
|---|---|---|---|
| L5 | 110% | 90% | 100% |
| L6 | 120% | 100% | 110% |
| L7 | 130% | 110% | 120% |

Official group levels
The current full list is in the Current group level list section below.
Other application rules
- applications must be written manually
- if AI is detected, the application is denied
- if punishments are
40%or higher, the application is denied immediately - having more than
15new members in the month before the application can result in denial for boosted activity - recently warned or demoted groups cannot request promotion until they are reconfirmed again
- if a promotion request is rejected, the group must wait
4weeks before requesting again - if an application has less than
600words, it is highly likely to be rejected - once submitted, an application must not be edited unless permission is granted by
GLMs
Review and demotion rules
The following review rules apply to L6 to L9 groups.
Punishment review
- at
70%punishment, a warning is issued - if a group reaches
100%punishments, it is demoted automatically - after the most recent punishment, there is a
30hour cooldown period - each day, the group's percentage decreases by
1%as long as no new punishments are received - if members leave the group to avoid punishments being counted, it is treated as punishment evading and can lead to further action
Monthly activity needed to keep the current level
| Current level | Criminals / Gangsters | Civilian Workers | Police Service |
|---|---|---|---|
| L6 | 100% | 80% | 90% |
| L7 | 110% | 90% | 100% |
| L8 | 120% | 100% | 110% |
| L9 | 130% | 110% | 120% |
If a group does not meet these activity requirements:
- a warning is issued
- if the problem is not fixed by the next review, the group is demoted
Average playtime is calculated as:
- total member playtime minutes divided by the number of days in the review period
Member count review
- having more than
20joins within a month during a group review results in a warning
Demotion notes
- warned groups that fail to fix their condition within a month are demoted
- dead groups with zero activity for months are likely to be demoted
- after a demotion, the group must wait
1month before applying again - to avoid receiving a warning after a demotion, the group must keep a clean
GMPuntil the next review
Other Group Level Details
- hybrid groups can be
L10 - if a retired group with
Honorablestatus meets the official group requirements for a prolonged period and remains active, it is automatically promoted to official groupL6 - to edit a forum board with the correct level, contact

Activity measures
Group average activity is total member playtime minutes divided by the number of days in the review period. It is separate from each member's F6 Activity score. Automatic Level 1 to 4 eligibility also requires activity above 25%, board age, and the required group features.
