Land Development
Land Development, often called CITLD, is the part of CIT that handles mapping requests, base and interior requests, group feature requests, fix requests, and some map-related suggestions.
It is mainly used by groups and squads for bases, interiors, special features, and related edits.
Overview
Land Development is used for:
- group base requests
- group and squad interior requests
- edits to existing bases or interiors
- CITy base zone requests
- group feature requests
- missing-feature and bug-fix requests
- Criminal Event map suggestions

Who Can Request Things
Groups
For group maps and group features:
- only the group's Founder or Leader can request them
- the group must have had a sub-board for at least 1 month
- the group must be consistently active
- an empty board with no posts does not count as activity
Squads
For squad interiors:
- the squad must have had a squad board for 4 months
- the squad must meet the minimum requirements to have a board
- if the squad recently lost its interior, it can request a new one again after 4 months

Mapping Rules
The general mapping rules are:
- do not remove world objects if your group is under Level 6
- even Level 6+ groups can be rejected if the world-object removal is badly designed
- do not resize objects
- do not remove houses that have enterable house markers
- badly made maps and floating objects can be rejected
- only founders or leaders can request group features
- all map files must be visible to other mappers
- do not send map files privately to mappers
- if a request is rejected, you can open another one after 15 days
Restricted Areas and Location Rules
Land Development restrictions include:
- base requests in Los Santos are no longer being accepted
- CITy bases cannot be requested outside Las Venturas and San Fierro
- do not map too close to an existing Armed Robbery or other custom map in use
- San Fierro CITy bases should be out of the way and not in crowded places with many job markers
- Las Venturas and War Islands bases must be far enough from turfs
- bases in Las Venturas and War Islands must not give unfair access to a turf
- underground areas in Las Venturas and War Islands must not be inside or near a turf
Mapping Limits
Base size
The maximum group base size is:
- 100 x 100
- height limit: 20z

File and Submission Rules
- submitted map files must be unprotected
- no passwords are allowed on map files
- the files must stay visible to other mappers
- it helps to upload the
.mapfile from the saved map resource - if a submitted download is detected by antivirus software, the request is immediately rejected
- blatantly copying another group's map leads to denial and can lead to blacklist action
Gates
Moving gates must be named with the format:
gate_status_ID
Examples:
gate_open_1gate_close_1
They must be placed where you want the gate to be open and closed.

CITy Base Zones
CITy base zones:
- are limited to Las Venturas and San Fierro
- cost $40,000,000 each time a new one is added
If a CITy base zone gets deleted or the owner becomes inactive:
- the zone price is set to $0
- if the zone gets deleted, the owner gets back the cost of the objects used to map the zone
- the zone cannot be sold, bought, or lost after 14 days of inactivity

Missing Features and Fix Requests
The Group Features fixes topic is used for:
- vehicle respawn colsphere requests
- missing group or squad info markers

Base Features
Auto-heal
The health pickup system was replaced by:
- base auto-heal
Groups or squads that own a base or interior get it automatically.
Vehicle respawn colsphere
Every group that received its interior can request a special vehicle respawn colsphere that lets non-VIP members recover their cars near the interior.
Group or squad info marker
If a group or squad is missing an info marker near its place, it can request one on the fixes topic.

Static vehicles are:
- client-sided
- frozen so they cannot be moved
- copied with the current vehicle's modifications and upgrades
Static vehicle cost
- if the vehicle price is lower than $500,000, the cost is $500,000
- if the vehicle price is between $500,000 and $5,000,000, the cost is the real purchase price
- if the vehicle price is higher than $5,000,000, the cost is $5,000,000
- there is no refund when deleting a static vehicle
Static vehicles must not be used to block or obstruct players.
Tags, Logos, and Visual Features
Protected tags
Groups with a board can request:
- 1 protected tag
Info marker logos
Groups that are Level 2+ can request an info marker logo for:
- $15,000,000
Squads can also request one for:
- $15,000,000
if they have a base or interior with an info marker nearby.
The image must be:
- PNG
- no larger than 256x256
- transparent background
- resembling a logo
Group skin shaders
- Level 4 groups can request 1 skin shader for $30,000,000
- every skin available in CIT can be shaded
- the group must create the shader itself
Group graffiti
- Level 4 groups can get 1 graffiti for $20,000,000
- Level 6+ groups can request up to 3 graffitis
- graffiti is free for official groups
- submitted graffiti must be PNG
- maximum size is 256x256
Group billboards
- Level 5+ groups can request 1 group billboard for $20,000,000
- the image must be 512x256
- the image must not contain offensive material
Spawn Vehicles and Recoverable Vehicles
Spawn vehicles
Groups may request:
- any cars available in car shops except Advanced Hummer
- up to 6 vehicles
- civilian groups can also request up to 2 helicopters
- official groups may request up to 12 vehicles
The cost is:
- $2,500,000 per vehicle
Planes, boats, and helicopters are limited to:
- Level 8+ groups
unless the group is civilian.
Official groups can use:
/l4veh
inside LS and SF airports to spawn their base vehicles.
Non-VIP recoverable vehicles
- Level 6+ groups with their own group job can request 1 vehicle to be recoverable without VIP
- armored vehicles are included
- cost: $10,000,000 per vehicle
Recoverable vehicle request format

Group Jobs
Groups that just reached Level 6 can request a group job.
Members with the right rank permission can use:
/gojob
Leaders with the right rank permission can assign the group job to other players.

- Group RGB color
Group job skin list changes
Level 6+ groups, or groups that already have group job access, can request changes to the /gojob skin list.
The group can use any number of skins as long as they fit the occupation.

L8+ Special Skin Models
Level 8+ groups can request a unique model usable only by their own group job.
The model must:
- be physically acceptable
- look like a human
- not be too small
- not be bigger than 3 MB unzipped for both files

Notes
- group feature requests and fixes are not the same topic
- base and interior edits at the same location are cheaper than relocating them
- squad interiors are active and have their own request rules
- badly made maps, copied maps, protected files, and unsafe downloads can be rejected immediately
