Close every GTA and MTA program
Close every GTA:SA and MTA program on your computer. MTA's help page says a program that is still running can block the files that MTA is trying to copy. If one will not close, use the fix for MTA or GTA that is already running.

MTA's help page for this message is called 'GTA:SA Patching Error'. It says MTA failed to patch the game, and so could not make a working gta_sa program file for you.
MTA adds the path of the GTA program file under the message.
MTA shows this message only when it already has Administrator access. Without it, MTA first asks for Administrator access for the task 'Patch GTA:SA' (see the CL01 fix).
The error box can offer to open MTA's online help. CIT's knowledge base adds: if that page does not load, paste (Ctrl+V) the link into your web browser.
Still not fixed? Copy the whole message, not only the code, and check your log in the Fix tool. It is read on your own computer.
