State Officials

State Officials, usually shortened to SO, are special civilian representatives in CIT.

They are responsible for:

  • helping civilian workers
  • explaining jobs
  • entertaining civilians
  • hosting civilian-only events
  • answering questions in team chat
  • managing disruptive barriers and vehicles when needed for SO duties

State Officials are meant to assist civilians specifically and not act as staff.

Overview

State Officials represent the civilian side of the server.

The documented role of State Officials is to:

  • entertain civilian workers
  • help players understand many of the server's civilian jobs
  • provide assistance
  • act as leaders for civilians
  • host events for civilians

State Officials are:

  • civilian representatives
  • elected by other State Officials
  • not elected by staff
  • not part of the staff team

How State Officials Are Chosen

State Officials are:

  • elected by other State Officials, not by staff

To become a State Official:

  • apply on the forum when the State Official application center is open

State Officials are not requested through the normal Community Ranks board.

Main Responsibilities

The documented main responsibilities of State Officials are:

  • answer questions in team chat
  • help players
  • help civilian workers
  • explain jobs
  • host civilian-only events
  • manage disruptive barriers and vehicles
  • provide assistance and entertainment to civilians

State Official Chat and Support Commands

Command Use
/so <text> State Official duty chat
/online so Shows the currently online State Officials
/sonote <text> Displays a note in the civilian team chat visible to all civilians
/warpto <playerName> Warps the State Official to a player, useful for helping players directly
/warpto list Lists the available warp locations
/teamvote Allows State Officials to ask questions related to the civilian side

State Official Job and Utility Commands

Command or action Use
/goso Gives the State Official job, the SO color, and SO barrier access
/soevent Opens the SO Event panel
/sopanel Opens the State Official panel
/soevent bank Shows how much money can be given out by individual SOs and the total event bank
/soevent limit Shows the time left until you can participate in the next event
/sobox Shows a preview box that can be placed or hidden for Mystery Box events
Num_3 Hide Lets the SO click and hide a vehicle
X > Remove Barrier Lets the SO remove a barrier with the cursor

Barriers

When using:

  • /goso

State Officials can place barriers with:

  • /barrier 1-14

They can remove their barriers with:

  • /removebarrier <ID>
  • /removebarrier all

Important barrier notes:

  • barriers are for SO event functions only
  • barriers are not for CnR activity
  • State Officials should not block roads or abuse barrier access
  • /barrier is accessible even when not employed as the SO job
  • removing other barriers is not available through the normal X > click flow
  • the SO Events file says removing other barriers is accessible through Num_3

Vehicle Hiding

State Officials can hide vehicles with:

  • Num_3 Hide

The documented flow is:

  1. press Num_3
  2. get the cursor
  3. click the vehicle
  4. before hiding it, do X > Click vehicle > Ask to Hide
  5. take a screenshot for evidence
  6. wait at least 10 seconds before actually hiding the vehicle

Vehicle hiding guidelines

The documented guidelines are:

  • never despawn a vehicle that is normally driving
  • do not hide wrong-side-driving vehicles just because they are driving badly
  • do not hide a criminal's vehicle during a pursuit or similar action
  • when cleaning the farm, do not hide vehicles in normal use unless they are trolling, crashing, or blocking
  • use this mainly for vehicles causing FPS drops or standing alone in the middle of the farm
  • outside the farm, only hide larger vehicles or planes in the middle of the road
  • in special cases outside the farm, having a screenshot is useful

State Official Events

State Official events are:

  • civilian-only events
  • hosted by State Officials

Players normally interact with them by:

  • watching main chat and civilian chat for announcements
  • using /soevent info to check the event
  • using /participate when the event requires it

Normal players do not use:

  • the SO Event panel
  • the SO Panel

Those are SO-only tools.

SO Event Panel

The SO Event panel is opened with:

  • /soevent

Documented panel notes include:

  • the Get my Position button outputs coordinates and location
  • the Blip ID can be edited if needed
  • if /uav freecam is being used, the position button uses those coordinates
  • reward is $1,000 by default
  • normal event-bank reward maximum is $100,000
  • checking Pay with my own money lets the SO exceed the $100,000 event-bank limit
  • time should be entered as minutes using a whole number such as 5, not N:SS

SO Event Bank

The SO event bank is checked with:

  • /soevent bank

The documented SO event bank rules are:

  • each SO can take up to $100,000 for an SO event every 10 minutes
  • the SO event bank gives $400,000 every 10 minutes
  • the bank resets after 10 minutes
  • SOs should avoid spamming the same event repeatedly

Mystery Box

In a Mystery Box event:

  • the SO hides a wooden box
  • civilians try to find it before other players

Mystery Box setup notes from the SO Events file:

  • the pickup coordinates are needed
  • the SO can use /sobox instead of opening the panel each time
  • the SO can enable a small radar area
  • if the small radar area is enabled, players see a yellow area on the map
  • if it is not enabled, there is no yellow radar area

The SO Events file also recommends:

  • disabling CITphone mark by anyone in /settings
  • using /uav while taking coordinates so civilians do not stalk the host too easily

Job Competition

In a Job Competition event:

  • players compete in the selected civilian job during the event time

Documented options include:

  • warp players to the job marker when they use /participate
  • allow score visibility
  • equalize job progress points so different levels score fairly

The documented meaning of the options is:

  • Warp to job marker means participants can be sent to the job marker
  • Allow score visibility means players can check the live job competition score
  • Equal job progress points means different job levels earn normalized points

Quiz

Quiz is the SO trivia event.

Documented Quiz details:

  • the quiz question is asked in civilian team chat
  • it uses a question, an answer, an attempt limit, a reward, and a time limit
  • quiz rewards must be money only
  • the documented quiz reward cap is $25,000
  • the event is started with the panel's Ask button instead of the normal start button
  • the event can be cancelled if the question or answer was wrong

The SO Events file also says:

  • quiz questions should be lighthearted
  • the quiz feature should not be used for hateful or annoying comments

SO Chase

In SO Chase:

  • civilians chase the SO's vehicle
  • civilians must crash into the SO vehicle to win

Documented SO Chase details:

  • the SO must be in a vehicle to start it
  • civilians use /participate to chase
  • if the SO is only a passenger, the driver must type /participate for civilians to win
  • SO Chase can use almost any vehicle type, including cars, planes, and boats
  • the Vehicles tab can enable or disable specific vehicle types from the chase
  • this is useful for excluding vehicles such as the `Hydra`
  • when the SO is driving a bike or motorcycle, the SO is immune to falling off

The SO Events file recommends:

  • using normal cars for SO Chase instead of making it too difficult

What Players See and Use

From the player side, the most important SO event tools are:

  • watch main chat and civilian chat for the announcement
  • use /soevent info to read the event type, destination, vehicle requirement, and restrictions
  • use /participate if the event requires manual joining
  • follow the event-specific rules, such as the right vehicle type or pressing N in Delivery Plane
